When this map was published:

True North vs. Magnetic North

A compass contains a small light weight magnet called a needle that is balanced on a pivot that allows it to move freely. One end of the needle is marked north - the end of the magnet that always responds to earth’s magnetic North and is drawn to align with Earth’s magnetic North Pole. Geographic North - or True North - always sits at the top of the Earth’s axis in the middle of the Arctic Ocean whereas the North Magnetic Pole moves over time due to magnetic changes in the Earth’s core. At the moment the Magnetic North Pole is above Northern Canada. Therefore at most places on the Earth’s surface the compass needle does not point exactly toward geographic north. The deviation of the compass from true north is an angle called magnetic declination.
